Successful PSM systems focus on preventing loss of containment of substances capable of major accidents. They identify and control critical elements pertaining to site safety, taking into consideration the relationships between the chemical process, plant,
people and procedures.

The CCPS Guidelines for Risk Based Process Safety list 20 elements of PSM which fall under four distinct categories: Commitment to Process Safety; Understanding of Hazards and Risks; Management of Risk; Learning from Experience.
